This tournament is being held up by a round one match not starting. Another site (net-chess.com) allows ten days for first moves before they timeout. A version of this idea is urgently needed.
I had a quick look at this tournament, and it looks like all the games are currently in progress. I couldn't find a game that is being held up by inactivity.
